Pendant des années, des propriétaires ne paient aucune taxe. Les autres contribuables paient donc une plus grande part pour compenser le manque à gagner. Maintenant, la Ville emprunte pour renflouer les coffres et refile la facture aux contribuables. Doit-on comprendre que ceux-ci paient deux fois?

For years, land owners do not pay their taxes so the other taxpayers have to pay a bigger share to compensate.  Now the City contracts a loan in order to recuperate these losses and refills the bill to the taxpayers. Are we to understand that they are paying twice?
